Luxembourg – The Cercle Européen Renert (CER), a newly established non-profit organisation, convened on Thursday 11 June for its official launch as an independent and open-minded think tank focused on Europe’s long-term strategic challenges and their implications for Luxembourg. The Cercle aims to provide forward-looking policy insights and actionable recommendations to policymakers, business leaders, and civil society.
A Distinct Voice for Luxembourg and Europe
Drawing on Luxembourg’s unique perspective as a multilingual, open economy and founding member of the EU, NATO, and UN, the CER will address critical issues such as global security, economic resilience, sustainability, and digital transformation. The organisation operates with full intellectual independence, ensuring credible and objective analysis.
Collaborative and Curated Approach
The CER brings together academics, diplomats, economic leaders and representatives from civil society to foster rigorous debate and produce research. Through roundtables, research briefs, and public events, it will facilitate both exchanges in small circles as well as broader dissemination of ideas.
Founding Members
The Cercle Européen Renert is supported by a distinguished group of founding members, including Jochen M. Richter (CER President), who initiated this project, Ambassadors Conzemius (CER Secretary), Friden and Schommer (CER Vice-President), prominent figures in academia, Professors Harmsen, Högenauer and Mendes, business representatives Tom Wirion (Director General at Chambre des Métiers, CER Treasurer) and Paul Didier (Economist at Chambre de Commerce) as well as Christelle Savall (former President of JEF Europe) for the civil society.

The CER invites individuals committed to analytical integrity and European engagement to join its network. Membership details will be available soon.
Forward-looking insight, actionable recommendations.
The CER will focus on Europe’s long-term strategic challenges, including the future of the rules-based international order including human rights, defence and broader security concerns, economic resilience and innovation ecosystems, sustainability and climate change with their global implications, and the transformative impact of digital technologies.
Our gatherings will concentrate on small, focused, and confidential sessions for genuine dialogue, complemented by a few high-profile public events for broader dissemination.
