We bring together academic strengths, particularly the University of Luxembourg, the diplomatic/political community and key economic and social actors. This unique triad ensures that our insights are grounded in rigorous science, informed by practical policy and social realities, and in line with evolving market and social dynamics.
We believe that Luxembourg needs an independent, non-partisan think tank dedicated to examining and debating the strategic forces shaping Europe’s future while placing particular emphasis on Luxembourg’s positioning, interests, and responsibilities within that broader European context. The challenges confronting Europe on the global stage directly influence Luxembourg as a nation characterised by its strong international orientation.

How do we operate
Each year, we define 2–3 strategic themes in consultation with our advisory board and members. We then convene a selected network of members and multipliers drawn from academia, experts in international affairs, and the private sector. These groups form the basis for roundtables, research briefs, and confidential discussions. Results of such discussions shall be made available on our website.

The CER will focus on Europe’s long-term strategic challenges, including the future of the rules-based international order including human rights, defence and broader security concerns, economic resilience and innovation ecosystems, sustainability and climate change with their global implications, and the transformative impact of digital technologies.
Our gatherings will concentrate on small, focused, and confidential sessions for genuine dialogue, complemented by a few high-profile public events for broader dissemination.
Why we answer to a fox.
In 1872, Michel Rodange gave Luxembourg its national epic — Renert, de Fuuß am Frack, the fox in tails who outwits the powerful with wit rather than force. We took the name on purpose.
A think tank should be like the Renert: curious, fast, and unafraid to question the obvious — operating with full intellectual independence, always in service of the public good.
